How to recruit newly licensed real estate agents in Florida

Florida licenses more than 13,000 new real estate agents a year. Most pick a brokerage within weeks, and most brokers reach them too late. Here is how to get there first.

1. Timing is the whole game

A new Florida sales associate cannot do business until their license is placed with an employing broker. That forces a decision, and it happens fast. The brokerage that calls in week one is having a conversation; the one that calls in week six is leaving a voicemail for someone who already signed somewhere else. Everything below is about shortening the time between a license being issued and your first contact.

2. Know who is still deciding

DBPR records a secondary status on every license. For a brand-new sales associate, Inactive generally means the license has not been placed with a broker yet. In our September 2026 files that was 68% of new licensees. Start with them. An Active new licensee has already chosen, which does not rule them out, but it is a harder conversation.

3. Get the list the week it posts

New licenses are public records. You can look agents up one at a time on DBPR, file your own records request and clean the export, or have it delivered. However you do it, do it weekly. A quarterly list is a list of people who have already joined someone.

5. Call first, email second, and keep it short

A short personal email that names their county and makes one offer outperforms a brochure. A phone call outperforms both, if you place it yourself. Follow up once or twice; most replies come from the second touch, not the first.

6. Stay on the right side of the rules

Commercial email needs a truthful sender and subject, your postal address, and a working unsubscribe you honor within 10 business days (CAN-SPAM). For phone outreach, scrub against the Do Not Call registry, and do not autodial or mass-text cell phones without consent (TCPA). 7. Measure hires, not opens

Track how many agents you contacted each week, how many took a meeting, and how many joined. That ratio tells you whether to change the list, the message, or the offer. Opens and clicks are unreliable: corporate email scanners open and click links before a person ever sees them.
